Change readiness is a crucial factor in determining the success of policy implementation within organizations, particularly in the public sector. However, many organizations still face challenges such as resistance to change, lack of understanding, limited resources, and ineffective communication, which hinder the change process. This study aims to analyze the concept of change readiness, its influencing factors, levels, barriers, and strategies to enhance it in the context of policy implementation. The research employs a qualitative approach using library research, with data collected from relevant books, scientific journals, and policy documents. The findings indicate that change readiness is influenced by several key factors, including leadership, communication, organizational culture, resource availability, individual competence, and organizational support. Furthermore, change readiness exists at different levels, ranging from unready to fully ready, depending on individuals’ understanding, acceptance, and commitment. Various barriers such as resistance, lack of competence, and rigid organizational culture may impede the process. Therefore, effective strategies such as strengthening communication, enhancing leadership roles, providing training, fostering adaptive organizational culture, and encouraging participation are essential to improve readiness for change. By strengthening these aspects, organizations are expected to implement changes more effectively and sustainably.
