This study aims to examine the implementation of holistic education through the concepts of tarbiyah, ta’lim, and ta’dib as the foundation for improving the quality of Islamic education, while also exploring the application of Total Quality Management (TQM) within Islamic educational institutions. The research employed a qualitative approach using a literature review method. The data were collected from accredited national journals published between 2021 and 2026 through Google Scholar. Data analysis was conducted using content analysis techniques, including data collection, classification, simplification, interpretation, and conclusion drawing. The findings reveal that the quality of Islamic education should not merely be assessed based on students’ academic achievement, but also on the development of character, spiritual values, and social competencies. Furthermore, the implementation of Islamic value-based TQM is considered effective in enhancing the quality of educational institutions through continuous improvement, active involvement of all stakeholders, and the reinforcement of values such as amanah (trustworthiness), ihsan (excellence), and istiqamah (consistency). In this context, the concepts of tarbiyah, ta’lim, and ta’dib serve as essential foundations in establishing a holistic and sustainable Islamic education system.
