This study aims to identify and analyze the needs for improving the quality of Islamic religious education at TPQ Baitul Izza, Bantur, a non-formal religious education institution facing challenges in optimizing the quality of its learning implementation. The research employed a qualitative approach using a case study design to gain an in-depth understanding of the phenomenon within a single, specific context. Data were collected through in-depth interviews with the institution's administrators and educators, participatory observation of the learning process, and documentation studies related to institutional management. Data analysis identified five main themes: the need for improved educator competence, learning method innovation, strengthening of facilities and infrastructure, strengthening of institutional management and governance, and optimization of parental and community involvement. These five themes are interrelated and form a system that collectively determines the quality of Islamic religious education delivery at the non-formal institution. The findings reveal that limited facilities do not always constitute the primary obstacle when supported by strong managerial commitment and community support, indicating a complementary relationship between human and material factors in the quality improvement process. This study contributes to strengthening the relevance of the Total Quality Management framework within the context of non-formal religious education, while also extending prior understanding, which has predominantly focused on learning processes and educator competence alone. Practically, these findings provide a foundation for TPQ administrators and non-formal education policymakers to design more holistic capacity-building programs. Further research is recommended using a mixed-methods approach across TPQ institutions with differing characteristics to achieve broader generalizability.
