Abstract

People with disabilities already have a strong legal foundation in Indonesia, but practices in society often do not align with these regulations. This article discusses the forms, causes, and impacts of low public awareness regarding providing support and equal treatment to people with disabilities, as well as efforts to address this issue. The study employs a qualitative literature review method by analyzing books, reports from international organizations, and legislation. The findings indicate that this issue stems from a perspective that still views disability as an individual shortcoming, rather than as a result of environmental barriers and social attitudes. This perspective manifests in stigma, discrimination in education and employment, and neglect of accessibility. Limited interaction, low disability literacy, and inadequate dissemination of regulations reinforce these conditions. Change requires inclusive education from an early age, sustained public campaigns, and the involvement of people with disabilities in every decision that affects their lives.
