This study examines the implementation of the value of Belief in the One and Only God in resolving a place-of-worship issue through a case study of the Pentecostal Tabernacle Church (GPT) Kristus on Jalan Garu V, Medan. It aims to describe the concerns that arose and understand the local government’s efforts to maintain freedom of worship and social harmony. The study employs a descriptive qualitative method, using primary data from an interview with Juan Lingga, Secretary of the Harjosari I Urban Village, and secondary data from relevant regulations and literature. The findings indicate that the issue, which reportedly began around 2011, involved the building-permit process, objections from some local residents, narrow road access, parking arrangements, and noise from worship activities. The local government and related parties facilitated communication, mediation, and coordination to address these concerns. According to the interviewee, the process eventually led to the issuance of a Building Approval (PBG) for the place of worship, alongside adjustments to parking and soundproofing. The case illustrates that applying the First Principle of Pancasila involves not only respecting the right to worship, but also mutual respect, dialogue, and responsibility for maintaining neighborhood comfort.
