Abstract

This study aims to analyze the dynamics of democratic practice on campus through students’ aspiration-voicing actions at Universitas Negeri Medan (Unimed) concerning the Single Tuition Fee (UKT) and the Block 1 Study Plan Card (KRS) issue, viewed from the perspective of the Fourth Principle of Pancasila. The main problem was triggered by the locking of the Block 1 KRS system for students who experienced delays in UKT payment, even though their financial obligations had been fully settled. Using a descriptive qualitative method, data were collected through in-depth interviews with three representative informants: the student action leader, an affected student (victim), and a reporter from the Kreatif Student Press unit. The findings show that the aspiration action functioned as a check-and-balance mechanism triggered by the blockage of formal deliberation channels, which tended to be rigid and to pass student complaints from one unit to another. Viewed from the Fourth Principle of Pancasila, the automated KRS system that nullified students’ Block 1 academic rights reflects an erosion of the value of Wise Guidance (Hikmat Kebijaksanaan). Although the mass action succeeded in pressing for the reopening of the UKT and KRS systems, resolution at the operational level remained partial. Meanwhile, the student press played a vital role as an independent pillar of information openness and social control. This study recommends reactivating a periodic deliberative forum (Student Town Hall) and greater flexibility in campus administrative regulations grounded in Pancasila values.
