The Academic Ability Test (TKA) policy is one of the government’s efforts to improve the quality of learning assessment in Indonesia. The implementation of this policy focuses not only on student assessment results but also on the readiness of the education system to conduct evaluations that are standardized, effective, and integrated with national educational developments. This study aims to analyze the implementation of the Academic Ability Test (TKA) policy at the Surabaya City Education Office using George Edward III’s policy implementation theory, which emphasizes the communication dimension. This study employs a qualitative approach with data collection techniques including interviews, observations, and documentation. The results indicate that communication in the implementation of the TKA policy has been carried out gradually through outreach to all public and private elementary and junior high schools, coordination meetings with relevant parties such as PLN, Telkom, and the Department of Communication and Information (Diskominfo), as well as the dissemination of technical guidelines based on Ministry of Education Regulation No. 9 of 2025. In addition, the Surabaya City Education Office also conducts routine outreach and periodic evaluations to minimize technical obstacles in the implementation of TKA. This study indicates that the communication dimension plays a crucial role in supporting the successful implementation of the TKA policy, ensuring that all implementers can better understand the policy’s objectives, mechanisms, and technical aspects.
